Recent manpower news: shortages remain, but hiring plans need to be role-specific

A review of the 22 September manpower projections and 30 September policy briefing, covering staffing demand, training and imported labour applications.

Signal 1 | Shortages are not the same across occupations

The government’s 22 September interim update projected an overall manpower shortfall of about 130,000 in 2028, down from about 180,000 in the previous projection. Skilled trades and service and sales workers were expected to account for about 60% of the shortfall, while a surplus was projected for clerical support workers. These are future supply-and-demand projections, not current vacancies, imported labour quotas or approved worker numbers.

Signal 2 | Local training and measured labour importation go together

The 30 September policy briefing reiterated measured labour importation according to actual needs while protecting local workers, alongside stronger skills training. BLJ’s practical advice is to plan retention, training and improvements to working arrangements alongside recruitment.

Signal 3 | Scrutiny and compliance remain priorities

The same briefing noted that the ESLS had operated a tiered approval mechanism since June. The government would bring additional industries and posts into Tier 2 where necessary and was developing a digital application platform. These statements do not mean every occupation already faces changed rules or that the new platform is operational. Check the requirements applicable when making an individual application.

BLJ conclusion | Turn the news into three practical checks

Assess future staffing by occupation, document local recruitment and training, then verify the applicable process and full-period cost. News can support planning, but cannot replace an assessment of job eligibility, staffing ratios and documents, and does not guarantee approval.

What employers can do now

  1. Assess clerical, service and skilled roles separately.
  2. Plan retention, training and staffing continuity before contracts expire.
  3. Check official job classifications, forms and current requirements before submitting.
