14 October logistics case: accurate local headcounts and ongoing staff ratios

A Labour Department sanction case concerns inaccurate local employee numbers and failure to maintain a 2:1 ratio. Reported staffing should match actual records.

The official case

On 14 October, the Labour Department announced that 威信物流有限公司 had submitted inaccurate full-time local employee numbers and failed to maintain a 2:1 staffing ratio after importing workers. Processing of its submitted applications was suspended, and applications submitted over the following year would not be processed.

A case-specific sanction

This is an administrative sanction, not a criminal conviction announcement. The one-year period applies to this case, not necessarily every breach. The release does not state that all previously approved quotas were revoked.

BLJ advice: reconcile staffing records

Before reporting, check local employee lists against employment and contribution records. Monitor departures, hours and department changes after onboarding. If records are inaccurate or staffing may fall short, ask the Labour Department how to address the issue rather than reusing outdated headcounts.

What employers can do now

  1. Check reported numbers against actual employment records.
  2. Review applicable ratios when staffing changes.
  3. Raise discrepancies early; do not fabricate records.
